PUBLIC NOTICE OF THE ALAMANCE COUNTY BOARD OF COMMISSIONERS’ REGULAR MEETING FOR MONDAY, OCTOBER 5, 2020

PLEASE TAKE NOTICE that the Alamance County Board of Commissioners’ Regular Meeting is scheduled for Monday, October 5, 2020 at 9:00 a.m. in the County Commissioners’ Meeting Room located on the 2nd Floor of the County Office Building, 124 West Elm Street, Graham, NC 27253. 

The health and safety of its residents continues to be the highest priority of Alamance County.  Under the Governor’s Executive Order 141 Section 7, governmental operations are exempt from the prohibition on Mass Gatherings.  In recognition of the Governor’s Recommendations to Promote Social Distancing and Reduce Transmission, there will be no meeting place where members of the public can be physically present.  In order to ensure the health and safety of the Board, staff and general public, access to the regular meeting is available in the following 3 ways:

Public Comments – On Sunday, October 4th from 12pm to 9pm citizens are encouraged to submit or register for public comments for the October 5th  9:00 a.m. County Commissioners’ meeting by two optional ways (Please click here https://www.alamance-nc.com/commissioners/wp-content/uploads/sites/2/2019/01/Public-Comment-policy-Revised-1-22-19.pdf  to review the Public Comment Policy): 

  1. A public comment form will be available on the Alamance County website for any persons wishing to submit written comments prior to the start of the meeting.  These written comments will be entered into the record and minutes at the October 5th Regular Meeting.; or
  • Persons wishing to participate in public comments by telephone must provide the Clerk to the Board with their name, address, topic to be discussed, and telephone number by calling 336-290-0403 and leaving a message.  Then at the appropriate time during the Commissioners’ meeting on October 5th at 9:00 a.m. the citizen will be called to submit their comments verbally by phone. 

All County policies regarding the 3-minute limit per comment and number of public comments in the 30-minute period will apply.  A copy of this Notice shall be posted on the bulletin board located outside of the Commissioners’ Meeting Room on the 2nd Floor of the County Office Building.  A copy of the Notice shall be sent to all parties who have requested and receives notification of any changes in the Commissioners’ Regular Meeting schedule.

HAW RIVER TRAIL HOURS OF OPERATION EXTENDED

BURLINGTON, N.C.– Alamance Parks is excited to announce that all Alamance County operated Haw River Trail locations are now open an hour longer each evening. Fall hours of operation are 8am – 8pm (through October). Visitation numbers to the trails have soared this year as the community has embraced outdoor recreation and activity during the COVID-19 pandemic and subsequent quarantine. Exercise and recreation are vital to maintaining strong mental and physical health and the extended hours were made in an effort to accommodate the increased demand.

About Haw River Trail

The Haw River Trail Partnership was formed with the goal of helping the public enjoy and conserve the natural resources of the Haw River corridor. Founded on the idea of conservation through recreation, the Haw River Trail (HRT) is a land and paddle trail connecting Haw River State Park to Jordan Lake State Recreation Area. Much of the trail is still under development. The trail captures the natural resources, history, and culture of Alamance County and the surrounding region, and serves as a critical resource for connecting the community to its heritage.

NOTICE OF PUBLIC HEARING – Manufactured Home Park Ordinance

The Alamance County Board Commissioners will hold an evidentiary hearing at the October 19, 2020 meeting regarding the request of Callie Brauel and Nathan Hueing for modification of the Alamance County Manufactured Home Park Ordinance to reduce the road frontage requirement from 100’ to 50’ and minimum setback requirements of 45’ from centerline on the property located at 3147 NC 54, Haw River, GPIN 9802168004 and 9802152216.

THERE IS LIMITED PUBLIC ACCESS TO THIS MEETING. REFER TO THE ALAMANCE COUNTY WEBSITE FOR INFORMATION ON VIEWING THE MEETING. (https://www.alamance-nc.com) The State of North Carolina and Alamance County have declared States of Emergency in response to the COVID-19 pandemic.  To ensure sufficient social distancing, applicants and other individuals who participate in the evidentiary hearing at this meeting will be required to sign-up and provide copies of all documents, exhibits, and any other materials they wish to present at the hearing, no later than 5 p.m. on October 18, 2020. Alamance County Detention Center Testing Reveals No New Positive Cases

As of Thursday, September 24, the Alamance County Health Department
confirmed that there were no positive COVID-19 cases at the Alamance County Detention Center. All results from inmates and staff who were tested on Monday, September 21, were negative.

Since the COVID-19 outbreak was identified on August 24, the Alamance Sheriff’s Office and the Health Department have been working closely to implement additional safety measures. All positive cases and close contacts were immediately quarantined and closely monitored, and the Health Department has conducted ongoing testing of both inmates and staff. In addition, staff continue to follow all state, federal, and CDC guidelines for sanitizing facilities.

“We are grateful for the Health Department’s support and guidance and feel that our aggressive response has helped to reduce the spread of the virus in our facility. We will continue to do all we can to protect those in our care,” says Sheriff Johnson.

Alamance County Justice Advisory Council Accepting Applications for Commissioner Appointed Members

The Alamance County Board of Commissioners is seeking citizens to fill five positions on the Alamance County Justice Advisory Council. Each appointee will be appointed to an initial 2 or 3-year term. The five (5) appointed positions are as follows:

  1. Faith Based Representative: Member of the Clergy or lay person active in community service
  2. Defense Attorney who is a member of local bar association
  3. Licensed Psychiatrist
  4. Mental Health Consumer with lived experience, NAMI Representative or Advocate
  5. Domestic Violence Victim Survivor, Family Member or Advocate

The purpose of the Alamance County Justice Advisory Council is to provide oversight for the criminal justice continuum in a comprehensive, community-based and cross-discipline approach as it responds to issues that require a community response including Domestic Violence, Human Trafficking, Mental Illness and Detention and other justice related issues. The Council consists of 19 standing members, by virtue of their position in the county and the above noted 5 appointed members at large.

Meetings: Meetings are held on the first Tuesday of every month from 8:00 am to 9:30 am. Location TBA effective October 2020.

Alamance Land Development Plan Input Session Canceled Due to Inclement Weather

Due to the significant amount of rain and possible flash flooding from Tropical Storm Sally, the Alamance County Land Development Plan Input Session scheduled for Thursday, September 17 at Cedarock Park has been rescheduled.

PLEASE TAKE NOTICE that the Alamance County Board of Commissioners’ Regular Meeting is scheduled for Monday, September 21, 2020 at 7 p.m. in the County Commissioners’ Meeting Room located on the 2nd Floor of the County Office Building, 124 West Elm Street, Graham, NC 27253. 

The health and safety of its residents continues to be the highest priority of Alamance County.  Under the Governor’s Executive Order 141 Section 7, governmental operations are exempt from the prohibition on Mass Gatherings.  In recognition of the Governor’s Recommendations to Promote Social Distancing and Reduce Transmission, there will be limited seating available.   Seating will be limited to 20 members of the public. Residents who sign up to speak in-person ahead of time will be given priority seating.  In order to ensure the health and safety of the Board, staff and general public, access to the regular meeting is available in the following 3 ways:

Alamance County Health Department Identifies Outbreak at Assisted Living Facility

BURLINGTON – Alamance County Health Department has identified an outbreak at the assisted living facility Blakey Hall in Elon. Currently, two (2) cases of COVID-19 have been confirmed at the facility. The confirmed cases are among one (1) staff and one (1) resident. The staff person is an Alamance County resident. NC DHHS defines an outbreak as two laboratory-confirmed cases in a period of 28 days within a congregate living or long-term care facility.

“We contacted the Alamance County Health Department to report the [COVID-19] results, as well as to seek any additional guidance once we received the results,” stated Ed Weeks, Executive Director of Blakey Hall in Elon. “We also communicated with our residents’ families and responsible parties to inform them of our results. The cases are concentrated in our special care unit for dementia residents. Our medical provider responded quickly to provide testing for all of our residents and staff in the unit. We will continue to work with the Health Department to aggressively protect our residents and staff. Our local health department has been an exceptional resource for our senior care facilities throughout this pandemic and we continue to appreciate their services.”

Weeks further stated “We will continue to exercise our current restrictions and sanitation practices. We are monitoring our residents and staff daily for symptoms and will be testing weekly until we no longer have any cases in our facilities.”

“Blakey Hall has worked in collaboration with the Health Department and we appreciate their continuous efforts to protect residents and staff,” stated Interim Health Director Alexandria Rimmer. “They worked quickly to test all staff and residents as soon as the outbreak was identified; we will continue to work together to keep those residents and staff safe.”

Alamance County Health Department identified its first confirmed case of COVID-19 on March 20. Since then, a total of 3493 cases of COVID-19 have been confirmed in the community. Of those confirmed cases, 3162 have been released from isolation and 282 remain active and in isolation. Included in those active cases, 14 individuals are receiving care at a hospital. Sadly, there have been 49 COVID-19 related deaths. COVID-related deaths include only patients who tested positive for the novel coronavirus, which causes the disease COVID-19, and who died without fully recovering from the disease.

We are continuing to see COVID-19 in Alamance County through community-spread transmission. It is important to continue practicing the 3Ws to keep our friends, family, and neighbors safe. If you leave your home remember to: wear a cloth mask over your nose and mouth, wait six feet apart and avoid close contact, and wash your hands or use hand sanitizer if handwashing is not readily accessible. We are all in this together, thank you for you diligence to keep our community safe.

Alamance County Courthouse Facilities Open September 8

All Alamance County Courthouse buildings, including the Historic Courthouse (1 SE Court Square, Graham, NC), Alamance County Civil Courts (124 W Elm St, Graham, NC), and the J.B. Allen Courthouse (212 W Elm St, Graham, NC) will open to the public on Tuesday, September 8. This decision was made in consultation with both the Judicial Leadership Team and the Alamance County Health Department.

Under the guidance of our local public health department, Alamance County Government and the Alamance County Judicial System will continue to follow health safety measures in order to reduce the spread of COVID-19. Visitors will be asked basic health screening questions and have their temperatures taken before entering courthouse facilities. Visitors will also be required to wear face coverings and practice social distancing by keeping at least six feet between themselves and others. Courthouses also continue to meet strict CDC cleaning guidelines and are disinfected twice each day. In addition, no inmates will be physically brought to Alamance
County Courthouses, as has been the case since August 25.
