Alamance County DSS Preparing for Medicaid Expansion

How To Apply: • The easiest way to apply starting December is online anytime at epass.nc.gov - a secure, self-service website that lets you avoid wait times for in-person applications. Completed online applications may also be processed faster. • If you cannot apply online, you can: • Apply in person at 319 N. Graham Hopedale Rd. Burlington, NC 27217. • Call (336) 290-0663 or (336) 570-6532 and complete a telephone application. • Submit a completed paper application to 319 N. Graham Hopedale Rd. Suite C, Burlington, NC 27217 or by fax to (336) 260-8651. It can take up to 45 days to process your application. Incomplete applications may take longer. Be sure to visit the DSS website to stay up-to-date!

The Alamance County Department of Social Services (DSS) is gearing up for the initiation of North Carolina’s Medicaid Expansion on Dec. 1, 2023.

Approximately 11,000 residents in Alamance County stand to become eligible for Medicaid through this expansion. Those presently receiving Medicaid Family Planning benefits may find themselves automatically enrolled in this comprehensive healthcare coverage. Notification will be sent to those individuals eligible for automatic enrollment.

Under the Medicaid Expansion Plan, coverage will extend to citizens aged 19 to 64 with incomes up to 138% of the federal poverty level. This opens up the possibility of healthcare coverage through Medicaid for individuals who may not have qualified in the past.

Alamance County DSS encourages residents interested in enrolling for Medicaid under the expanded guidelines to utilize the convenient online application process at epass.nc.gov. A quick alternative to accessing the online application is scanning the QR code with a mobile device. This method is recognized as the fastest and easiest way to apply for benefits.

Alternatively, applicants can download the application from the website and submit it via mail, fax to (336) 260-8651 or the drop-off box conveniently located at the HSC entrance at the DSS building, 319 N. Graham Hopedale Rd., in Burlington.

While in-person applications are accepted, applicants should anticipate longer wait times due to expected high demand. To assist us with processing times, it is recommended to apply online at epass.nc.gov or by using the provided QR code.

Recognizing the significance of Medicaid Expansion for the community, Alamance County DSS staff have diligently worked to prepare for this expansion. Anticipating a surge in demand, applicants may experience prolonged wait times during the application and processing of Medicaid Expansion benefits. We ask for your understanding and patience during this time.

To further assist the community, Alamance County DSS will host an outreach event providing information and assistance with the application process. The details for this event will be announced shortly.

Alamance County Government Job Fair

Alamance County Government will hold a Job Fair/Open House on Tuesday, November 30, 2021, from 10 am-2 pm at the Graham Recreation Center located at 311 College Street, Graham, NC. Departments represented will include Social Services, Detention Center, Sheriff’s Office, Public Health, and Emergency Medical Services. The public is invited to learn more about current job openings in county government in the departments listed.

Alamance County Government Experiences Phone Outages

The Alamance County Government buildings located on the North Campus in Burlington are currently experiencing phone outages. These buildings include the Human Services Center, Family Justice Center, Agriculture Extension, and Environmental Health. AT&T is aware of the issue and working to restore service.

Email and websites remain active and available to the public.

In an effort to keep the community safe from the COVID-19 outbreak, the Department of Social Services has implemented procedures to promote social distancing.

Economic Services will no longer conduct face-to-face contact with customers but will continue to accept applications for Food and Nutrition (Food Stamps), Medicaid, and Work First benefits. Applications can be completed online at https://epass.nc.gov/CitizenPortal/application.do or by phone at 336-570-6532. Paper applications will continue to be available at the agency or can be mailed per customer request.

Completed applications can be returned to the Department of Social Services:

EBT Cards and mail pick up will be available between the hours of 8 am to 10 am, Monday – Friday, at the ground floor lobby.

The County COVID-19 Call Center is also available daily 8 am to 7 pm. Order of the Long Leaf Pine Awarded to Susan Osborne

At the April 1, 2019 Board of Commissioners’ Meeting, Deputy Secretary for Human Services, Tara Myers, awarded Susan Osborne, past director of the Alamance County Department of Social Services, the Order of the Long Leaf Pine which is one of North Carolina’s most prestigious awards.

The Order of the Long Leaf Pine is awarded by the North Carolina Governor to those who have led distinguished careers and whose work has extraordinarily impacted both the state and their local communities.

Susan Osborne has worked in the human services field for more than 34 years and is actively involved in numerous committees and boards throughout North Carolina. Under her leadership, the Department of Social Services became one of the first local departments to implement the principles of System of Care which is a community-based service that builds relationships by partnering with
the parents who are involved in the child welfare system. This has led to a number of new partnerships and initiatives that focus on collectively working to provide processes, resources, and services to children, youth, and families in Alamance County.

She is also recognized as being the driving force in creating the Family Justice Center which centered on aligning support services in one location for victims of domestic violence. Additionally, she has played a key role in the Stepping Up Initiative which seeks to reduce the number of people with mental illness in jails. She and her team applied and received a three year federal grant that was instrumental in moving this initiative forward.

This morning the State of North Carolina, Alamance community leaders, and those Susan Osborne has served and worked with all celebrated and recognized her outstanding leadership and commitment to serving children and families in Alamance. As Alamance County Health Director Stacie Saunders wrote in her Letter of Support, ”She is an advocate, a cheerleader, a champion, a mentor, a learner, and most of all someone who cares about making her community better.”

Adrian Daye Named as New Director of Social Services

The Alamance County Social Services Board welcomes Adrian Daye as the County’s new Director of Social Services, effective February 1, 2019. Daye has served as the Deputy Director since 2016.

“The Board is thrilled with the selection of Adrian Daye as the new DSS Director for Alamance County. We are impressed with her experience, passion, and professionalism and know that she will serve the citizens of Alamance County well. While it’s hard to say goodbye to Susan Osborne who has led the agency with amazing expertise and dedication, we are assured of a smooth transition and a bright future,” says Heidi Norwick, DSS Board Member and President of United Way.

Adrian Daye has been with the Alamance County Department of Social Services for more than 25 years and has held a variety of roles including Children Services Program Manager, Assistant Director for Services, and most recently as the Deputy Director. In this position, she was responsible for all administrative duties including Child Welfare, Adult Services, Child Support, Economic Services, and the Family Justice Center.

Adrian is a native of Alamance County and holds a Master of Social Work and a Bachelor of Arts in Psychology from the University of North Carolina at Chapel Hill. Additionally, she recently finished her certification in Municipal County Administration from the School of Government and is involved in social work issues at the national, state, and local level.

“Alamance County Department of Social Services has made great progress in providing services and support to enhance the lives of our most vulnerable populations,” said Daye. “I look forward to continuing these efforts through partnership with the agency staff, county
leadership, and our community.”
