Sam Hobgood will serve as Alamance County’s Inspections Director

Alamance County Government is pleased to welcome Mr. Samuel Hobgood as the Inspections Department Director.  In this position, he will lead the inspections services for our residents and builders. The inspections department continues to be challenged with growing workloads and having Sam at the helm to focus on providing the highest quality customer service while leading his team of inspectors will be a very positive addition for Alamance County.

As Inspections Director, Hobgood will join the team of County Department Heads reporting to Assistant County Manager, Bruce Walker. In announcing the appointment, County Manager Heidi York said: “Sam will be a tremendous asset to Alamance County and I very much look forward to having him join our team.  He emerged from a talented applicant pool and was selected for his unique qualifications, strong leadership experience, and his outstanding knowledge of the inspection’s profession.  Sam brings strong customer service skills that include developing community partnerships.  I am looking forward to his interactions with our Planning and Environmental Health staff, as well as providing technical and professional support to our inspectors.  He brings a wealth of experience and we are fortunate to have Sam here in Alamance County.”

Mr. Hobgood has twenty years of inspections experience that includes code enforcement, permitting, planning, development, plan review, as well as both residential and commercial inspections.  He has obtained his Level III certifications in all trades: Building, Electrical, Mechanical, Plumbing, and Fire.  He is a Certified Continuing Education Instructor in building, fire, and mechanical courses.  He serves on the NC Building Inspectors Association Board of Directors.  Mr. Hobgood comes to Alamance County after serving as the Development Service Manager for the City of Raleigh, where he has worked since 2019.  Prior to that he was the Director of Planning & Development for Vance County, and previously served in Person County as the Director of Inspections & Permits.

Sam’s first day of employment with Alamance County will be March 18th 2024.

Alamance Fire Sprinkler Incentive Program

The Alamance County Inspections Department is excited to announce the first participant in the Alamance Fire Sprinkler Incentive Program! Concept Builders of Burlington is pleased to take advantage of the program with a home they are building at 1025 Soapstone Trail in Snow Camp.

According to the National Fire Protection Association, “Home fire sprinklers can dramatically reduce the heat, flames, and smoke produced in a fire. Properly installed and maintained fire sprinklers help save lives.”

To encourage home fire sprinkler installations, the Alamance County Inspections Department created the Fire Sprinkler Incentive Program in order to promote public safety, raise awareness of the benefits of home fire sprinkler systems, and help defray the cost of their installation in new homes. This program discounts the cost of a new home permit by 50% when a non-required home fire sprinkler system is installed. There is also no fee charged for the plan review or permit for the sprinkler system itself.

The Inspections Department wishes to promote public awareness of this important safety feature via our incentive program. Per the NFPA, United States fire departments responded to an estimated 1,318,500 fires in 2018. These fires resulted in 3,655 civilian fire fatalities and 15,200 civilian fire injuries; most or all of these could have been prevented if homes were protected by a residential fire sprinkler system. Fire sprinklers are required by law in all new residential construction in places like California, Maryland and Washington DC. The hope is that residents will become more
informed about this important safety feature.

Alamance County ISO Building Code Effectiveness Ratings Improve

According to the newest ISO (Insurance Services Office) Building Code Effectiveness Grading Schedule, Alamance County’s ratings improved from a residential score of six to four and a commercial score of five to three. This evaluation is conducted every ten years, and one through ten scores are determined by evaluation of administration of codes, plan review, and field inspections – all of which contribute to safer buildings during natural disasters. A lower ISO Building Code Effectiveness Classification could possibly reduce insurance premiums for newer structures built this year or after by insurance companies that have adopted the ISO insurance rating program.

According to Alamance County Inspections Director Robert Key, “This improved score was due to a team effort by employees who were dedicated to a successful process of residential plan review, continuing education, and follow-up inspections.”

County Departments Moving to New Locations

Due to the upcoming demolition of the county annex building on College Street in Graham, the following county departments either have moved or will be moving to new locations.  Below, you will find a list of closing dates at the Annex location and opening dates at new locations.  If you have further questions about a specific department, please contact that department.

  • Alamance County Veteran Affairs has moved to the Court Services Building at 201 West Elm Street, Graham, effective December 1, 2014.  The Alamance County Veterans’ Affairs Office may be reached at 336-570-6763
  • The Alamance County Planning Department has moved to the Modular Building at 215 North Graham-Hopedale Road, Burlington, effective December 1, 2014.  The Alamance County Planning Board and Historic Properties Commission Meetings will be relocated.  The Alamance County Planning Department may be reached at 336-570-4053.
  • The Alamance County Passport Office will be closed from Wednesday, December 10 through Friday, December 12.  They will move to May Memorial Library at 342 South Spring Street, Burlington and will open for business on Monday, December 15.  The Alamance County Passport Office may be reached at 336-570-4160.
  • Alamance County Central Permitting / Inspections and Addressing will close on Monday, December 15 and will reopen at the Modular Building at 215 North Graham-Hopedale Road, Burlington on Tuesday, December 16.  The Alamance County Central Permitting/Inspections Office may be reached at 336-570-4057.
