Alamance County DSS Preparing for Medicaid Expansion

The Alamance County Department of Social Services (DSS) is gearing up for the initiation of North Carolina’s Medicaid Expansion on Dec. 1, 2023.

Approximately 11,000 residents in Alamance County stand to become eligible for Medicaid through this expansion. Those presently receiving Medicaid Family Planning benefits may find themselves automatically enrolled in this comprehensive healthcare coverage. Notification will be sent to those individuals eligible for automatic enrollment.

Under the Medicaid Expansion Plan, coverage will extend to citizens aged 19 to 64 with incomes up to 138% of the federal poverty level. This opens up the possibility of healthcare coverage through Medicaid for individuals who may not have qualified in the past.

Alamance County DSS encourages residents interested in enrolling for Medicaid under the expanded guidelines to utilize the convenient online application process at epass.nc.gov. A quick alternative to accessing the online application is scanning the QR code with a mobile device. This method is recognized as the fastest and easiest way to apply for benefits.

Alternatively, applicants can download the application from the website and submit it via mail, fax to (336) 260-8651 or the drop-off box conveniently located at the HSC entrance at the DSS building, 319 N. Graham Hopedale Rd., in Burlington.

While in-person applications are accepted, applicants should anticipate longer wait times due to expected high demand. To assist us with processing times, it is recommended to apply online at epass.nc.gov or by using the provided QR code.

Recognizing the significance of Medicaid Expansion for the community, Alamance County DSS staff have diligently worked to prepare for this expansion. Anticipating a surge in demand, applicants may experience prolonged wait times during the application and processing of Medicaid Expansion benefits. We ask for your understanding and patience during this time.

To further assist the community, Alamance County DSS will host an outreach event providing information and assistance with the application process. The details for this event will be announced shortly.

Alamance County COVID-19 Update

In response to the Centers for Disease Control and Prevention’s recommendations to limit large events and mass gatherings along with the White House guidelines that advise people to refrain from any gatherings of more than ten people, County Manager Bryan Hagood implemented COVID-19 protective procedures for County Departments effective immediately.

County Management, in conjunction with Emergency Management and Alamance County Public Health, directed departments to create work and staffing schedules that maintain service provision to residents while protecting the public and employees. County employees are encouraged to use a hybrid model of staggered shifts and remote working options that follow social distancing recommendations. While all county departments remain open, residents are asked to limit person-to-person contact and use online resources and services or call in to conduct county business.

Proposed Budget of Alamance County
Fiscal Year 2019-2020

The Alamance County Manager has submitted his proposed budget for fiscal year 2019-20 to the Board of County Commissioners. A public hearing on the proposed budget ordinance in accordance with N.C.G.S. 159-12 will be held on Monday, May 20, 2019 at 7:00 pm in the Cummings High School Auditorium, 2200 N. Mebane St, Burlington, NC.

The proposed budget ordinance is available online on the Alamance County website: www.alamance-nc.com where it shall remain available until the budget ordinance is adopted. Copies are available in the offices of the Finance Officer and the Clerk to the Board for public inspection.

All interested citizens, groups, senior citizens and organizations representing the interest of county citizens are encouraged to attend and submit comments.

Adrian Daye Named as New Director of Social Services

The Alamance County Social Services Board welcomes Adrian Daye as the County’s new Director of Social Services, effective February 1, 2019. Daye has served as the Deputy Director since 2016.

“The Board is thrilled with the selection of Adrian Daye as the new DSS Director for Alamance County. We are impressed with her experience, passion, and professionalism and know that she will serve the citizens of Alamance County well. While it’s hard to say goodbye to Susan Osborne who has led the agency with amazing expertise and dedication, we are assured of a smooth transition and a bright future,” says Heidi Norwick, DSS Board Member and President of United Way.

Adrian Daye has been with the Alamance County Department of Social Services for more than 25 years and has held a variety of roles including Children Services Program Manager, Assistant Director for Services, and most recently as the Deputy Director. In this position, she was responsible for all administrative duties including Child Welfare, Adult Services, Child Support, Economic Services, and the Family Justice Center.

Adrian is a native of Alamance County and holds a Master of Social Work and a Bachelor of Arts in Psychology from the University of North Carolina at Chapel Hill. Additionally, she recently finished her certification in Municipal County Administration from the School of Government and is involved in social work issues at the national, state, and local level.

“Alamance County Department of Social Services has made great progress in providing services and support to enhance the lives of our most vulnerable populations,” said Daye. “I look forward to continuing these efforts through partnership with the agency staff, county
leadership, and our community.”

Households of Alamance County Can Apply for Low- Income Energy Assistance Starting Dec. 3

Households in Alamance County containing a person aged 60 or more, or someone receiving disability benefits and services through the NC Division of Aging and Adult Services can apply for help covering the cost of heating their homes starting Monday, Dec. 3. All households can apply from Wednesday, Jan. 2, 2019 through Friday, March 29, 2019.

The federally funded Low-Income Energy Assistance Program provides eligible households with a one-time payment to their heating vendor to offset the high cost of heating during the cold-weather months. Depending on the household’s primary heating source, the payment will be $200, $300, or $400.

Last year, the program provided approximately $32 million to help 128,160 households pay their heating bills from December 2017 through March 2018.

To be eligible, a person must:

  • Have at least one U.S. citizen or non-citizen who meets eligibility criteria
  • Have income equal to or less than 130 percent of the federal poverty limit, such as:
  • For a household of one, an income of $15,782 or less
  • For a family of four, an income of $32,630 or less
  • Have resources, such as saving and checking accounts, cash on hand, at or below $2,250
  • Be responsible for their heating cost

Alamance County households who want to apply for energy assistance can only do so in person at the Alamance County Department of Social Services office located at:

Social Services will be accepting applications from households with a person aged 60 or more, or someone receiving disability benefits and services through the NC Division of Aging and Adult from Monday, Dec. 3, through Monday, Dec. 31, with the exception of December 24-26 when the Department of Social Services will be closed. Hours for the site are 8am-5pm. All households may apply from Wednesday, Jan. 2, 2019 through Friday, March 29, 2019.

Alamance County Shelter Closing Wednesday, September 19 at 1 PM

Local officials charged with operating and staffing Alamance County’s emergency shelter, have decided to close the operation by 1:00 p.m. on Wednesday, September 19.

At 1:00 p.m. today (9/18), the shelter was serving 14 clients. Directors of Alamance County’s Social Services and Public Health, along with their respective staffs, have initiated a closure plan with the American Red Cross, to relocate the clients.

Based on current weather conditions, and waters of area creeks and the Haw River beginning to recede, emergency shelter needs are no longer at a critical stage.

For the same reasons the shelter is closing, the county’s Emergency Operations Center (EOC) will also cease 24 hour service. The Office of Emergency Management will close the EOC today (9/18), at 5:00 p.m. The EOC call center line, 336-290-0362 will remain active. A recording directing residents to local resources will be placed on the call center phone.

Aside from shelter and EOC operations, only one road in the county remains closed due to storm damage. A culvert on Greenwood Drive, near Isley School Road (in the vicinity of Indian Valley Golf Course), was washed out. The road will remain closed until North Carolina Department of Transportation (DOT) staff can make repairs. (Inquiries for a timetable should be directed to DOT).
