County Manager Bryan Hagood to Retire from Alamance County

County Manager Bryan Hagood announced today that he will retire from his position as County Manager at the end of April, 2022 to relocate with his family to western North Carolina. Hagood has worked with Alamance County for 24 years. Hagood began with the county as a part-time summer employee for Recreation and Parks in 1996. After graduating from NC State University, he began fulltime with Recreation and Parks as Program Coordinator in May of 1998. During his tenure, he has advanced to Recreation and Parks Director, Assistant County Manager/Recreation and Parks Director, Assistant County Manager, and became County Manager in March 2017.

Hagood stated, “It’s been a privilege to serve the citizens of Alamance County as part of their county government. I have greatly enjoyed and appreciated the people I have worked with across all county departments and throughout the community. My wife and I are excited about the opportunity for her to further her career at a time that coincides with my eligibility to retire”.  Hagood shared that some of his proudest achievements have been the opportunity to work with passive park property acquisitions and Haw River Trial efforts. Additionally, he is proud of being a part of the Education Capital Funding effort to improve the county.

Alamance County Board of County Commissioners Chair John Paisley stated, “Mr. Hagood has done a wonderful job as County Manager. He has always been proactive about issues that affect the county and the community. The Board of Commissioners has been especially pleased with his efforts to advance the school system, grow Recreation and Parks, support mental health efforts, and manage county government through the uncertainty of a pandemic. While we will certainly miss Bryan, we are excited about his opportunity to relocate to an area that he and his wife have always enjoyed. Due to his planning, leadership, and excellent communication, we feel well prepared as he transitions from the county next year”.

PUBLIC NOTICE OF A SPECIAL COMMUNITY MEETING

PLEASE TAKE NOTICE that the Alamance County Board of Commissioners will hold a Special Community Meeting on Wednesday, November 10, 2021 at 6:00 p.m. in the Historic Courthouse located at: 1 Court Square, Graham, NC 27253.  The purpose of this Special Community Meeting is to receive public comments on how Alamance County’s allocation of American Rescue Plan Act Funding should be prioritized.

The U.S. Department of Treasury, under ARPA, allocated $362 billion dollars nationwide for the America Rescue Plan – Coronavirus State and Local Fiscal Recovery Funds. Alamance County Board of Commissioners accepted the award of $32,925,136 million at their June 21, 2021 regular meeting. Acceptable uses outlined in the bill include but are not limited to:

  • Respond to or mitigate the public health emergency with respect to the COVID-19 emergency or its negative economic impact;
  • Provide government services to the extent of the reduction in revenue;
  • Make necessary investments in water, sewer, or broadband infrastructure;
  • Respond to workers performing essential work during the COVID-19 public health emergency

Vice-Chair Steve Carter Sworn in as ACC Board of Trustees Member

Alamance County Commissioner Chairman John Paisley, Jr. swore in Vice-Chairman Steve Carter today as a new member of the Alamance Community College Board of Trustees.  Vice-Chair Carter will serve as the County Commissioner representative on the Board of Trustees.  Not only will Vice-Chair Carter serve as a Trustee, he will be a member of the ACC Building and Grounds Committee.

“I’m really looking forward to being a bonafide member of the ACC Board of Trustees”, said Vice-Chair Carter.  He has served and attended meetings as a liaison for the past several months so he is familiar with campus business.

NOTICE OF PUBLIC HEARING – UNIFIED DEVELOPMENT ORDINANCE

Please take notice that the Alamance County Board of County Commissioners will hold a public hearing on Monday, June 21, 2021 at 7:00 PM to consider the following: Unified Development Ordinance

The Alamance County Board of Commissioners will conduct a public hearing to consider comments regarding a compiling of local ordinances developed into the Alamance County Unified Development Ordinance to comply with G.S. NOTICE OF PUBLIC HEARING: PROPOSED BUDGET OF ALAMANCE COUNTY FOR FISCAL YEAR 2021-2022

The Alamance County Manager has submitted his proposed budget for fiscal year 2021-2022 to the Alamance County Board of Commissioners.  A public hearing on the proposed budget ordinance will be held on Monday, June 7, 2021 at 7:00 p.m. in the Commissioners’ Meeting Room, 2nd Floor of the County Office Building located at: 124 West Elm, Graham, NC 27253. 

All interested citizens, groups, senior citizens and organizations representing the interest of county citizens are encouraged to attend the public hearing to submit their comments.  Persons wishing to participate in the public hearing by telephone should call 336-290-8677 at 7:00 p.m. on the evening of the public hearing. Please be patient and stay on the line as your call will be answered in the order it was received.  The proposed budget ordinance is available online on the Alamance County website: www.alamance-nc.com where it shall remain available until the budget ordinance is adopted.  Copies are available in the offices of the Finance Officer and the Clerk to the Board for public inspection from 8:00am to 5:00pm, Monday-Friday. An overview of the 2021-2022 proposed general fund budget includes:

  • Fiscal year 2021-2022 budget recommendation totals $ 222,967,944 for all 23 budgetary funds.
  • The property tax rate is recommended to remain at $0.67 per $100 property valuation for the third consecutive year.
  • Property tax revenue is projected to increase due to overall tax base growth by 3.51% or $3,488,388.
  • Sales tax revenue is projected to decrease by 2.02% ($740,000) from expected fiscal year 2020-2021 year-end collections.
  • Use of $2,000,000 in appropriated fund balance for operations, $1,500,000 less than the previous year.
  • Use of $1,776,479 in designated funds from sources for the following purposes: Airport sewer project, SARA Management equipment and MC1 replacement, revaluation, small area land development plan, inspections operations, and continuing Covid-19-related expenditures. 
  • Reduces proposed General Fund spending by $3,050,441 from budget retreat requests, also representing a $17,071,436 increase from the previous fiscal year’s original general fund allocation.
  • Restores County Pay-Go Capital Improvement Projects in the amount of $250,000 and adds an additional $50,000 for Alamance Parks facility maintenance, totaling $300,000 for fiscal year 2021-2022.
  • Ensures full funding according to the Capital Plan for ABSS’ and ACC’s bond debt services costs and Pay-Go projects.
  • Maintains the 2% Merit Program for full-time-permanent County employees and removes the 2% Merit pay from all budget units organized under the Alamance County Sheriff in favor of a higher Cost-of-Living adjustment.
  • Implements a new 2% Cost-of-Living-Adjustment (COLA) for all existing full-time County employees and a 5% COLA for all budget units organized under the Alamance County Sheriff.
  • Implements a 5-and-6-year service bonus program, expanding upon the existing 7+ year program.
  • Adds 10 new positions, including 4 new School Resource Officers.
  • Freezes 14 positions in the Detention Department.
  • Accommodates required increases of $623,404 for employee retirement  and $2,217 for retiree insurance.
  • Approves a fire district tax increase of 3 cents for Snow Camp VFD.
