NOTICE OF MEETINGS OF THE ALAMANCE COUNTY BOARD OF EQUALIZATION AND REVIEW: April – June 2024

Pursuant to N.C.G.S. 105-322 the Alamance County Board of Equalization and Review will meet as required by law.

PURPOSE OF MEETINGS
To hear upon request, any and all taxpayers who own or control taxable property assessed for taxation in Alamance County, with respect to the valuation of such property, or the property of others, and to fulfill other duties and responsibilities required by law.

The meetings will begin promptly at 9:00 am in the County Commissioners Meeting Room 2nd floor of the County Office Building 124 W. Elm Street, Graham, NC 27253

Requests for hearing must be received no later than final adjournment which is scheduled for Thursday, April 25, 2024 at 5:00 pm.

In the event of earlier or later adjournment, notice to that effect will be published in this newspaper. Meeting dates will also appear on the Alamance County website.

The schedule for the hearing of appeals timely filed will be posted at the office of the Tax Administrator, serving as Clerk to the Board and will also be provided to individuals and organizations that have requested notice pursuant to N.C.G.S. 143-318.12.

ALAMANCE COUNTY AGRI-BUSINESS COMMITTEE HOSTS 39TH ANNUAL AGRICULTURE APPRECIATION BANQUET

The Alamance County Agri-Business Committee recently hosted the 39th Annual Agriculture Appreciation Banquet on Wednesday, March 6, 2024, at Occasions Restaurant in Burlington.  The event started many years ago as a way to show gratitude to the hard-working farm families in Alamance County.    

The 2024 Service to Agriculture Award was presented to John and Olga Elder by Bill Kleiner, Director of the Alamance County Cooperative Extension. The 2024 Conservation Farm Family Award was presented to Willie and Emily Holliday and Family by Brad Moore, Administrator of the Alamance County Soil and Water Conservation District, and by Roy Stanley, Chairman of Alamance County Soil and Water Conservation Board.

After the awards were presented, Vaughn Willoughby, President of the Alamance County Farm Bureau Board, addressed the attendees with special remarks about the agriculture industry.  Following Mr. Willoughby was Reagan Gural from Alamance Chamber with additional special remarks.  The guest speakers of the evening were Joey Carter, NC Hog Farmer and Chad Herring from NC Farm Families. 

The Agriculture Appreciation Banquet would not be possible without the Alamance County Agri-Business Committee Members and the sponsors that contribute and support the committee’s plan of work each year, which also includes the Farm-to-Table event held in the fall for 800+ 4th graders.

Sam Hobgood will serve as Alamance County’s Inspections Director

Mr. Samuel Hobgood, Alamance County Inspections Department Director

Alamance County Government is pleased to welcome Mr. Samuel Hobgood as the Inspections Department Director.  In this position, he will lead the inspections services for our residents and builders. The inspections department continues to be challenged with growing workloads and having Sam at the helm to focus on providing the highest quality customer service while leading his team of inspectors will be a very positive addition for Alamance County.

As Inspections Director, Hobgood will join the team of County Department Heads reporting to Assistant County Manager, Bruce Walker. In announcing the appointment, County Manager Heidi York said: “Sam will be a tremendous asset to Alamance County and I very much look forward to having him join our team.  He emerged from a talented applicant pool and was selected for his unique qualifications, strong leadership experience, and his outstanding knowledge of the inspection’s profession.  Sam brings strong customer service skills that include developing community partnerships.  I am looking forward to his interactions with our Planning and Environmental Health staff, as well as providing technical and professional support to our inspectors.  He brings a wealth of experience and we are fortunate to have Sam here in Alamance County.”

Mr. Hobgood has twenty years of inspections experience that includes code enforcement, permitting, planning, development, plan review, as well as both residential and commercial inspections.  He has obtained his Level III certifications in all trades: Building, Electrical, Mechanical, Plumbing, and Fire.  He is a Certified Continuing Education Instructor in building, fire, and mechanical courses.  He serves on the NC Building Inspectors Association Board of Directors.  Mr. Hobgood comes to Alamance County after serving as the Development Service Manager for the City of Raleigh, where he has worked since 2019.  Prior to that he was the Director of Planning & Development for Vance County, and previously served in Person County as the Director of Inspections & Permits. 

Hobgood says of his selection, “I am grateful for the opportunity to join the Alamance County team and excited to serve this community as the Inspections Director. I am eager to collaborate, learn from the dedicated team within the organization, and work towards making the development community an even more vibrant and enriching environment for everyone. Together, we can achieve remarkable things, and I am confident that our shared commitment will lead us to new heights. I look forward to serving the community with passion, integrity, and a genuine desire to contribute to its continued success.”

Sam’s first day of employment with Alamance County will be March 18th 2024.

2022-2023 Citizens’ Financial Report

In an effort to provide transparency and accountability to our residents, Alamance County Government presents the 2022-2023 Citizens’ Financial Report. This report is an overview of the Annual Comprehensive Financial Report that was prepared in conformance with Generally Accepted Accounting Principles (GAAP) and audited by Martin Starnes & Associates, CPAs, P.A.. The General Fund accounts for the majority of operations for the County, but differs from the GAAP financial statements because accounting data has been summarized.

Alamance County continues to invest in its employees, public safety, human services and education spending. The County, along with Alamance-Burlington School System and Alamance Community College, continue to work together through the capital facility plan to better meet the needs of our growing population. Fiscal Year 2022-2023 saw continued bond capital project spending as renovation and construction projects were well underway and many reaching completion for our schools and community college.

This report reflects our mission and the important work that our departments and partner organizations have provided to residents this year. We invite you to look over this basic report as well as the complete Annual Comprehensive Financial Report available on our website, and we encourage you to reach out to us with any questions you may have.

Public Notice of Special BOER Meeting for February 29 2024

PLEASE TAKE NOTICE that the Alamance County Board of Equalization and Review will hold a Special Meeting on Thursday, February 29, 2024 at 8:30 a.m. in the County Commissioners’ Meeting Room located on the 2nd Floor of the County Office Building, 124 West Elm Street, Graham, NC 27253.

The purpose of this Special Meeting is twofold. First, to hear, upon request, any and all taxpayers who own or control taxable property assessed to taxation in Alamance County, who did not receive prior notice of the ability to be heard by this Board with respect to the valuation of such property. Second, to discuss a recent order of the North Carolina Property Tax Commission for remand on an appealed property and for staff to take direction from the Board. No further actions or announcements are expected.

Public Notice – Sale of County Property

An offer of $16,400 has been submitted for the purchase of the forty percent (40%) tenancy-in
common interest owned by Alamance County, for property located at 1506 Wickham Street,
Burlington, North Carolina, and more particularly described as follows:

THAT CERTAIN TRACT OR PARCEL of land in Burlington Township, Alamance
County, North Carolina, adjoining the lands of Wickham Street, Lots Nos. 30, 5, 4, 3 and
32 of Block “C”, Brookwood, and
BEGINNING at an iron stake on the western side of Wickham Street and corner with Lot
No. 30; running thence with the line of Lot No. 30, South 53 deg. 03’ West 160 feet to an
iron stake, corner with Lots Nos. 30, 5 and 4, Block “C”; thence with the line of Lot No.
4, South 36 deg. 14’ East 60 feet to an iron stake corner with Lots Nos. 4, 3 and 32; thence
with the line of Lot No. 32, North 53 deg. 03’ East 160 feet to an iron stake on the western
border of Wickham Street; thence with the said western border of Wickham Street, North
36 deg. 14’West 60 feet to the BEGINNING, and being all of Lot No. 31, Block “C”,
Brookwood, Section 4, as per plat recorded in the office of the Register of Deeds for
Alamance County, in Plat Book No. 3, at page 87.

Deed Book 475, Page 500]

The Board instructed that this Notice required by §160A-269 be placed in the newspaper and
advertised for upset bids to be received within the ten-day period after the date this Notice has
been published.

Persons wishing to upset the offer that has been received shall submit a sealed bid with their offer
to the County Clerk, 124 W. Elm Street, Graham, NC by 3:00 p.m. At that time the County Clerk
shall open the bids, if any, and the highest qualifying bid will become the new offer. If there is
more than one bid in the highest amount, the first such bid received will become the new offer.

To be responsible an upset bid must be accompanied by a bid deposit of ten percent of the first
$1,000.00 together with five percent (5%) of the remainder amount of the upset bid. An upset bid
deposit may take the form of cash, a cashier’s check, or certified check. The deposit of the bidder
to whom the award is made will be held until sale of the property is closed; if that bidder refuses
at any time to close the sale, the deposit will be forfeited to the County. The deposits of other
bidders will be returned at the time the Board of Commissioners awards the property to the highest
responsive, responsible bidder or rejects all bids.

The County reserves the right to withdraw the property from sale at any time and the right to
reject all bids.

Inquiries about the property and the sale may be made to the Alamance County Attorney,
124 West Elm Street, Graham, N.C. during normal business hours.

Notice of Special Joint Meeting

NOTICE is hereby given that the Alamance County Board of Commissioners will meet with the Alamance-Burlington Board of Education and Local State Legislators on Thursday, February 8, 2024, at 2:30 pm in the Professional Library, Alamance-Burlington School System Administrative Offices located at 1712 Vaughn Rd, Burlington, NC 27217.
